Major focus on infrastructure, connectivity, and socio-economic growth across Northeast and Bihar

Prime Minister Shri Narendra Modi is set to undertake a three-day visit from September 13 to 15, 2025, covering the states of Mizoram, Manipur, Assam, West Bengal, and Bihar. During this visit, he will inaugurate and lay the foundation stone for a slew of transformative development projects worth over Rs. 71,850 crore, aimed at boosting infrastructure, connectivity, and socio-economic growth in the region. The visit underscores the Prime Minister’s commitment to fostering inclusive and sustainable development across India’s northeastern states and Bihar, with a focus on world-class infrastructure, energy security, and cultural celebrations.
On September 13, the Prime Minister will commence his tour in Mizoram, where he will lay the foundation stone and inaugurate multiple development projects worth over Rs. 9,000 crore in Aizawl. A landmark achievement will be the inauguration of the Bairabi-Sairang New Rail Line, a Rs. 8,070 crore project that connects Mizoram’s capital to the Indian Railways network for the first time. Constructed in a challenging hilly terrain with 45 tunnels and 143 bridges, this rail line will enhance logistical efficiency, ensuring reliable supply of essential commodities and offering safe, cost-effective travel options. To mark the occasion, the Prime Minister will flag off three new express trains: the Sairang-Delhi (Anand Vihar Terminal) Rajdhani Express, Sairang-Guwahati Express, and Sairang-Kolkata Express. These trains will improve access to hospitals, universities, and markets, fostering educational, cultural, and economic ties while boosting tourism and employment opportunities in Mizoram.
In Aizawl, the Prime Minister will also lay the foundation stone for critical road infrastructure projects, including the 45 km Aizawl Bypass Road worth over Rs. 500 crore under the PM-DevINE scheme, which will decongest Aizawl city and reduce travel time from southern districts by approximately 1.5 hours. Other road projects include the Thenzawl-Sialsuk Road and Khankawn-Rongura Road under NESIDS, benefiting horticulture farmers and strengthening connectivity to markets. Additionally, the Chhimtuipui River Bridge on the Lawngtlai-Siaha Road will facilitate all-weather connectivity and support cross-border commerce under the Kaladan Multimodal Transit framework.
To bolster sports and energy infrastructure, the Prime Minister will lay the foundation stone for a Khelo India Multipurpose Indoor Hall in Tuikual and a 30 TMTPA LPG Bottling Plant in Mualkhang, Aizawl, ensuring a steady supply of clean cooking fuel and creating local jobs. Education initiatives include the inauguration of a Residential School at Kawrthah under the PMJVK scheme and an Eklavya Model Residential School at Tlangnuam, which will benefit over 10,000 children and tribal youth by providing modern facilities and holistic education.
Later on September 13, the Prime Minister will travel to Manipur, where he will lay the foundation stone for projects worth over Rs. 7,300 crore in Churachandpur. These include the Manipur Urban Roads, drainage, and asset management improvement project worth Rs. 3,600 crore, five National Highway projects worth over Rs. 2,500 crore, the Manipur Infotech Development (MIND) project, and Working Women Hostels at nine locations. In Imphal, he will inaugurate projects worth over Rs. 1,200 crore, including the Civil Secretariat at Mantripukhri, an IT SEZ Building, a New Police Headquarters, Manipur Bhawans in Delhi and Kolkata, and Ima Markets in four districts, celebrating the unique all-women markets of Manipur.
In Assam, the Prime Minister will participate in the centenary celebrations of Bharat Ratna Dr. Bhupen Hazarika in Guwahati on September 13, honoring the legendary contributions of the Assamese musician, poet, and filmmaker. On September 14, he will inaugurate and lay the foundation stone for infrastructure and industrial projects worth over Rs. 18,530 crore. In Darrang, projects include the Darrang Medical College & Hospital, GNM School, and B.Sc. Nursing College, alongside the Guwahati Ring Road Project and the Kuruwa-Narengi Bridge over the Brahmaputra River, enhancing urban mobility and socio-economic development. At Numaligarh in Golaghat, the Prime Minister will inaugurate the Assam Bioethanol Plant at Numaligarh Refinery Limited, promoting clean energy, and lay the foundation stone for a Polypropylene Plant, boosting the petrochemical sector and generating employment.
On September 15, the Prime Minister will visit Kolkata, West Bengal, to inaugurate and address the 16th Combined Commanders’ Conference-2025, a biennial apex-level forum bringing together India’s top civilian and military leadership. Themed “Year of Reforms – Transforming for the Future,” the conference will focus on shaping India’s military preparedness for emerging challenges.
The final leg of the visit will take place in Bihar, where the Prime Minister will launch the National Makhana Board to promote production, technology development, and market expansion for Makhana, a key agricultural product accounting for 90% of India’s production. The Board will benefit farmers in districts like Madhubani, Darbhanga, and Purnea by enhancing post-harvest management and global market presence. At Purnea, the Prime Minister will inaugurate the Interim Terminal Building of the New Civil Enclave at Purnea Airport, improving passenger handling capacity, and lay the foundation stone for projects worth around Rs. 36,000 crore. These include a 3×800 MW thermal power project at Pirpainti, Bhagalpur, worth Rs. 25,000 crore, designed with ultra-super critical, low-emission technology to strengthen Bihar’s energy security. The Phase 1 Kosi-Mechi Intra-State River Link Project worth over Rs. 2,680 crore will enhance irrigation, flood control, and agricultural resilience in northeastern Bihar.
Rail connectivity in Bihar will receive a significant boost with the inauguration of the Arariya-Galgalia (Thakurganj) Rail Line worth over Rs. 4,410 crore and the foundation stone for the Bikramshila-Katareah Rail Line worth over Rs. 2,170 crore, providing direct connectivity across the Ganga River. The Prime Minister will also flag off multiple trains, including the Vande Bharat Express between Jogbani and Danapur and Amrit Bharat Express trains between Saharsa-Chheharta (Amritsar) and Jogbani-Erode, enhancing regional connectivity and passenger comfort.
Additionally, the Prime Minister will inaugurate a state-of-the-art Sex Sorted Semen Facility in Purnea under the Rashtriya Gokul Mission, capable of producing 5 lakh doses annually to support dairy farmers by increasing female calf births. He will also participate in Griha Pravesh ceremonies for 35,000 rural and 5,920 urban beneficiaries under PMAY and distribute Community Investment Funds worth Rs. 500 crore to Cluster Level Federations under DAY-NRLM.
The Prime Minister’s visit reflects a comprehensive vision for regional development, combining infrastructure, connectivity, and socio-economic progress to empower the people of India’s northeastern states and Bihar.
